Raisushiti (Capital City)

Raisushiti (ライスシティ, “Rice City”) is the capital city of the Mizuba Province, the Province of water fields. It’s the largest farming community in the Land with a large market in its center, and also houses the wealthiest and most notable farmers, including Kan Tahata. He is their most infamous face in the rice industry, but getting an audience with him is difficult. He is often traveling between his land and others doing what public officials do best- Politics.
Here in Raisushiti there are many colorful personalities and more likely friends of foreigners than anywhere else in Land of Rice.

Isobu (磯撫, Isobu)

The three-tailed beast graced his presence in the Land of Rice. Mysteriously arriving in the rice fields, the beast was welcomed with open arms. Within this land, Isobu is recognized as a God and feels at home here. In return for the villagers' generosity, Isobu has utilized his water release to help the rice fields and other agricultural advancements. Will Isobu's peace be maintained or disturbed?

Bending space and time simultaneously was a terrifying feat granting Kirigakure the ability to dominate the seas and overwhelm foes before they verbally resign defeat. On board one of the most historic ships in the Land of Water, the Argonaut made it in one piece and now floated amongst the sleeping seas with little to no waves. The water calmly brushed upon the metallic ship and helped keep a steady balance. Unlike Yumaro, Sumato enjoyed the roaring of the naval crew and even joined in sporadically when familiar with the songs they sang. Sumato was a people person; his biggest strength was adapting and seeing the best within people. It was his pure heart that made it difficult for one to recognize him as an effective ninja of Kirigakure, but one was not to take his kind nature as any form of weakness. For those who had been familiar with Sumato, he held a position that contradicted his joyous and upbeat attitude; leader of the interrogation and torture division. In addition to this, he was also a member of Kirigakure's Tactician Division. Now stagnant within the ship's confines, the Argonaut remained isolated from the mainlands and kept to the Gohan Sea. Forming the necessary hand seals, Sumato would begin to mold the adequate amount of chakra needed to summon his ninjutsu. The chakra collected in his throat and within a second his lips parted from each other, widening his mouth, and clear spherical substances relinquished themselves. Without the need for a bubble pipe, Sumato was able to cast hundreds of bubbles that took soared into the sky and made their way to the sky. A gargling sound could be heard as the numerous bubbles launched from his lips and rose to the sky camouflaging themselves within the clouds that hovered over the Land of Rice. The bubbles were not as simplistic as one thought, as it was not just comprised of Water Release but one that intended to make opponents drowsy when succumbing to the popping of the bubbles.

Decreasing the distance between the two, Sumato now stood over Yumaro now blocking any beam of sunlight that had once emerged on the Kaguya's pale skin. Sumato's blue orbs concentrated on the small gills found on his shoulder similar to his ancestor Kisame Hoshigaki. The stained joyous smile fabricated on Sumato's face as he nodded to Yumaro that they had arrived at their destination. A slight change in the plans had occurred as Sumato had a better strategy than suggested by Captain Ikura. "Your unique shark-like abilities would give you a better chance of attacking from below, while I can use my bubble-ninjutsu to travel upwards and conceal myself." Sumato tone expressed his confidence and felt his plan was sound. He paused briefly but his voice became scratchy shortly as he had not known how to say this to his partner. Gripping both hands into a tight fist he looked at Yumaro and demanded, "Please no senseless killing on this mission. We're here for the Three-tails and do not need to severely injure or kill anyone who's only trying to protect their resource." Yumato's voice was slightly elevated, but it was only because his heart was in the right place. He didn't care if Yumaro would see him as weak or didn't inherit the Bloody Mist gene, he had wanted to do what was right while succeeding on his mission. A brief moment of silence rose as he did not break his concentration from Yumaro reading every sign of body language the Kaguya presented.

Again forming hand seals a small concentration of water released from each pore in his body, engulfing Sumato's body in a medium size bubble. Sitting comfortably in a pretzel position, the bubble begin to levitate and it was not long before it too would soar to the sky. Concealing itself the bubble became invisible to the naked eye. Holding an optical connection with the previous bubbles he summoned he was able to look at the activities of the residents and accurately pinpoint where the Sanbi had rested its head. Within the rice fields, farmers gathered around plucking the rice into baskets so they could ship them out and make profits, helping raise the Land of Rice's economy. Because of the three-tails, the business had been booming and allowed the citizens of the Land of Rice to escape poverty. It had not sat right with Sumato to take the Sanbi away from the people. A place the Sanbi was appreciated and not seen as a tool. A prospering nation that had once been a victim of property would slowly become victims again. A small sigh relinquished from Sumato's lips, but he understood his mission to a tea and could not combat the higher-ups.

If planned correctly, both Yumaro and Sumato would have made it to the capital city at the same time. Not wanting to waste any time, Sumato directed his bubbles toward the group of farmers who were in the rice fields. At first glance, one could not tell what was plummeting to the ground and couldn't distinguish if the bubbles were rain or snow until they got closer. While the kids of these farmers found this intriguing, they instinctively used their frail fingers to pop the bubbles which would start a domino effect. The popping of the bubbles echoed throughout the fields, which had no clear direction. The crackling sound was jarring yet dominant, immersing throughout the entire field, fulfilling the vacant gap in the lugs of mother nature’s inhabitants. Quickly bodies fell into the soft mud as they were immobilized and entrapped in a deep sleep. Innocently trapping them under a genjutsu, those who were not affiliated with the Hidden the Mist were put into a powerful slumber. The fields had been clear of any bystanders potentially planning to intervene had they noticed Isobu being under attack.
